The Negative Effects of AB 84

Together, we are sounding the alarm on Assembly Bill 84 (AB 84)—a harmful and unnecessary piece of legislation that threatens the future of tens of thousands of California students who rely on non-classroom-based, personalized learning public schools.
AB 84 would cut funding by up to 30% for schools that specialize in serving students who don’t fit the traditional model. At the same time, it would triple oversight costs, force many schools to find new authorizers unfamiliar with their programs, and impose a one-size-fits-all bureaucratic system that undermines flexibility, innovation, and access. Even worse, AB 84 targets these schools with double standards not applied to traditional districts running similar programs, creating an uneven playing field for students who need the most support.
The personalized learning model works. In fact, 88% of students in these schools succeed, with many going on to graduate, enroll in college, join the military, or start careers. Even among students who don’t stay long term, 16% return to their traditional schools stronger, more confident, and ready to thrive—a testament to the critical support these programs provide. AB 84 doesn’t fix a broken system—it destroys a working solution. It punishes success, undermines choice, and risks leaving tens of thousands of vulnerable students without a path forward.We believe every student deserves the chance to succeed—no matter their background, challenges, or learning style.
